Case 07 · Motus problem file

Authority suspended while you're insured

SUSPENDED  Readout first. Full fix below. This page asks for nothing — no login, no PIN, no email.

What it means
Your operating authority — the grant that lets you haul for hire — is flagged suspended, revoked, or inactive in FMCSA's records. Brokers and load boards read that flag, not your paperwork, so you are effectively parked until the flag clears, whatever the underlying cause turns out to be.
Whose side the fix is on
Depends on the cause: insurer's filing (most common in 2026), BOC-3 agent's filing, or FMCSA's records
First move
Find the cause before you file anything: check your record's insurance status and BOC-3 status separately. A suspension is a symptom — in the Motus migration, unposted insurance filings cause most of them, missing BOC-3 filings cause the rest.
Attach first
Proof pack: policy declarations page, insurer filing confirmation, BOC-3 filing confirmation from your process agent, USDOT + MC/docket numbers.
Realistic wait
Cause fixed → flag clears when the missing filing posts. If reinstatement processing is required, carrier-reported waits run from days to weeks; done-for-you reinstatement services charge from $150 and reactivation $295 (prices read October 2026) — the DIY path is the same filings, without the fee.
Escalation ladder
Fix the missing filing at its source (insurer / BOC-3 agent) → confirm it posts → AskFMCSA ticket with the full proof pack if the flag doesn't clear → Contact Center with ticket number.

What's actually happening

Authority depends on two live filings: insurance (BMC-91/91X) and a BOC-3 process-agent designation. Motus broke both chains during the migration — insurance filings failed to post at scale, and CCJ documented Motus purging BOC-3 forms outright in September 2026. The documented extreme: a Houston carrier marked 'inactive' by a system glitch lost 15–20 loads in three weeks while FMCSA called it a known issue with no solution offered (CDL Life, September 2026).

The fix, in order

  1. Read the record the way a broker doesCheck SAFER and your Motus account for the exact flags: authority status, insurance status, BOC-3 status. The three flags together name the cause in most cases.
  2. Fix insurance first if it's the gapIf insurance shows inactive, work the insurance problem (previous page): transmission facts from your agent, character-by-character match, re-transmission if mismatched.
  3. Fix BOC-3 if it's the gapIf the BOC-3 is missing, your process agent must re-file it in Motus. Call the agent, not FMCSA — carriers cannot file their own BOC-3 (see the BOC-3 page).
  4. Push the proof pack to brokers while the flag clearsSend key brokers the declarations page, both filing confirmations, and a short explanation letter. Some brokers will load you on documentation; all of them will at least stop treating the flag as a character reference.
  5. Ticket FMCSA if filings post but the flag staysWith both filings visibly posted, a stuck flag is an FMCSA records error. One ticket, full proof pack attached, requesting authority status correction.

Read the label

Carrier-reported, not in FMCSA's guides: document every lost load (broker, date, reason given) from the first day. If you later dispute fees, negotiate with brokers, or pursue the record correction, that log is the difference between a story and evidence.

Questions carriers ask about this one

Can I haul while my authority shows suspended if I'm actually insured?

No — treat the flag as real until it clears. Operating under a suspended/revoked grant risks enforcement and uninsured-load liability if anything happens, whatever the display error's cause. Fix the flag; use the proof pack to keep broker relationships warm meanwhile.

How much does reinstatement cost?

FMCSA's own filings are the substance; the prices carriers quote ($150+ for reinstatement help, $295 for reactivation, read October 2026) are done-for-you service fees. If the suspension came from a migration posting error, the correction path is the missing filing plus a ticket — not a paid reinstatement package.

How fast should the flag clear after the filing posts?

Posting and flag updates are system processes; carriers report days, not minutes, in the 2026 backlog. If a week passes with filings posted and the flag unchanged, that's ticket-with-proof-pack territory.
