New authority application stuck in Motus

STUCK  Readout first. Full fix below. This page asks for nothing — no login, no PIN, no email.

What it means
Your application is in FMCSA's system but the required filings — insurance and BOC-3 — have not posted to it, so the authority cannot be granted. You are in the largest single backlog of the Motus era: FMCSA data counted 21,400 applications with no required filings on record in late September 2026, and the pool was still growing.
Whose side the fix is on
Three-way split: your insurer transmits the insurance filing, your process agent transmits the BOC-3, FMCSA posts both. The stall can be at any of the three
First move
Get transmission proof from both filers today: insurer (BMC-91/91X date + exact name/USDOT used) and BOC-3 agent (date filed). 'We filed it' without a date and a name-match is where applications go to die.
Attach first
Application/docket number, insurer filing confirmation, BOC-3 filing confirmation, and the exact legal name on the application.
Realistic wait
Median application-to-grant time was 26 days in the month ending October 17, 2026, with 90% granted within 71 days (FMCSA data via Rookiefeed). Applications missing filings sit outside that clock entirely — they do not age toward approval, they age toward dismissal.
Escalation ladder
Confirm both transmissions → fix any name mismatch at the source → AskFMCSA ticket with both confirmations if correct filings won't post.

What's actually happening

A new-authority application starts a clock: the insurance filing and BOC-3 must reach FMCSA within the filing window (20 days, with a dismissal process after it — FMCSA data showed 3,648 applications already past the 20-day + 60-day dismissal window in fall 2026). Under the old systems the filings were routine. In Motus, filings must match the application exactly and survive the intake backlog, so the number of stalled applications grew 28.5% between late August and late September 2026 alone.

The fix, in order

  1. Clock-check your applicationNote your application date and count the days. If filings are not on record, you are not 'in line for approval' — the grant cannot issue until both filings post, however long the application has been sitting.
  2. Get paper from both filersInsurer: filing type, date transmitted, legal name and number used. BOC-3 agent: date filed, name used. Compare both against the application character-by-character; a one-word difference orphans a filing.
  3. Fix mismatches at the sourceThe insurer or agent re-transmits corrected data. FMCSA cannot repair a filing that arrived under the wrong name — only the sender can replace it.
  4. Ticket FMCSA only when both filings are provably correctIf both confirmations are clean and nothing posts, open one ticket attaching both confirmations and your application number. That packet converts your case into a traceable intake error.

Read the label

Carrier-reported, not in FMCSA's guides: new carriers who called both filers in week one — instead of waiting for the portal to change — cleared in the normal grant window. The applications that stalled for months share one trait: the carrier believed 'filed' meant 'posted' and never asked for the transmission details.

Questions carriers ask about this one

How long should a new authority application take in Motus?

Recent FMCSA data (month ending Oct 17, 2026) put the median at 26 days from application to grant, 90% within 71 days — for applications whose filings post. A stalled-filing application is not on that curve at all.

What happens if the 20-day filing window passes?

FMCSA's process allows dismissal of applications whose required filings never arrive (a 20-day filing window, then a dismissal window — 3,648 applications were past both in fall 2026). If you are near or past the window, paper from both filers plus a ticket is urgent, not routine.

Can I start hauling while the application is pending?

No. A submitted application and an assigned number are not operating authority. For-hire interstate hauling requires the grant to be active — the biennial-relief notices do not change that for new applicants.
