System changelog · Motus
What FMCSA has fixed, announced, suspended, and broken — in dated entries, sourced, and kept current. The services wrote their Motus guides once in the spring and walked away. This page is the record that doesn't go stale. Last updated: October 18, 2026.
Trade press (Overdrive, Oct 15, 2026): owner-operators still hitting lockouts and expired-application errors; waits of 6–8 weeks for supervisor review in the worst cases. FMCSA's responses to some carrier filings described as unhelpful. Direction is improvement; the queue is still real.
Deputy Administrator Jesse Elison told the NMFTA Cybersecurity Conference (reported October 2026) that user-experience improvements should arrive within weeks, with back-end stabilization taking longer — and said plainly that the system as built “wasn't working.” No feature list or date has been published. We track outcomes, not promises.
Analysis of FMCSA data (Oct 17, 2026): 21,400 authority applications had no required filings on record in late September 2026 — 19,701 of them motor carriers stopped at the insurance filing. The unfiled pool grew 28.5% since August 23, and 3,648 applications were past the 20-day + 60-day dismissal window.
Fraud alert: phishing emails ('Notice of Required Off-Cycle Update- Motus email') direct carriers to dot.motusdatasboard.com, dot.motusdatadesk.com, dot.motuswebdeck.com, and dot.motusfunction.com. The only real portal is motus.dot.gov. Full breakdown on the scam-check page.
FMCSA notice 'Temporary Suspension of the Biennial Update Requirement' (updated Sep 10, 2026): enforcement and USDOT inactivation are suspended for biennial updates due on or after June 1, 2026, while Motus stabilizes. The requirement itself (49 CFR 390.19T) is unchanged, filing remains open and free, and FMCSA promises advance warning before enforcement resumes.
Trade press (CCJ, September 2026) documented compliant carriers losing authority without warning: BOC-3 forms purged, DOT numbers and dockets deactivated, and one Texas carrier's legal name overwritten with another company's. A Houston carrier lost 15–20 loads to a wrongful 'inactive' marker (CDL Life, September 2026).
Motus — FMCSA's USDOT Registration System — went live for all carriers in mid-May 2026, replacing the Unified Registration System, the FMCSA Portal, and Licensing & Insurance. Week one: about 120,000 new user applications and more than 13,000 carriers claiming USDOT numbers (FreightWaves). Every carrier record now runs on Login.gov identity verification.
CLEAR / LIVE in effect PAUSED / STUCK / WATCH relief, backlog, or unresolved ALERT / BROKEN fraud or documented system damage.
Every entry traces to FMCSA's own notices and fraud alerts or to named trade-press reporting (Overdrive, CCJ, CDL Life, FreightWaves) of FMCSA data. Where a number comes from an analysis of FMCSA data rather than the agency itself, the entry says so. We would rather label a source than borrow its authority.
Watching next: the end-date announcement for the biennial suspension (promised with advance warning) and the MC-number phase-out rule — FMCSA's Registration Modernization FAQ confirms a rulemaking is planned to replace MC numbers with USDOT numbers plus type suffixes, but no date has been published. When it lands, it gets an entry here and a hub of its own.
