Case 11 · Motus problem file

Biennial update due while enforcement is paused

PAUSED  Readout first. Full fix below. This page asks for nothing — no login, no PIN, no email.

What it means
FMCSA has temporarily stopped enforcing the biennial update (MCS-150) — no USDOT inactivations for missed updates — while Motus stabilizes. The suspension covers updates due on or after June 1, 2026. It is enforcement relief, not a repeal: the update requirement itself (49 CFR 390.19T) is unchanged, and FMCSA says it will give advance warning before enforcement resumes.
Whose side the fix is on
Yours — and the filing is free and still being accepted in Motus
First move
File the update in Motus anyway. It costs nothing, it takes one sitting, and brokers and insurers still read the date of your last update on SAFER — a stale date costs loads even while enforcement sleeps.
Attach first
Nothing to attach — but have current power-unit count, driver count, and annual mileage ready; the update asks for them and wrong figures are worse than a late filing.
Realistic wait
No queue: the update is a self-service filing in Motus. The only wait is claiming your record first, if you haven't (see the claim problem).
Escalation ladder
No escalation needed for the update itself. If claiming blocks you, that ticket is the path — file the update the day the claim posts.

What's actually happening

The notice ('Temporary Suspension of the Biennial Update Requirement,' updated September 10, 2026) suspends enforcement and USDOT inactivation for updates due on or after June 1, 2026, until further notice, because the Motus migration made timely filing impossible for too many carriers. FMCSA promised ample warning before re-implementing. Note the boundary: an update that was due BEFORE June 1, 2026 is not covered by the relief.

The fix, in order

  1. Check your coverageFind your due date (set by the last two digits of your USDOT number and your last filing). Due on/after June 1, 2026 → covered by the suspension. Due before → you are simply overdue, and the suspension does not protect you.
  2. Claim your record if you haven'tThe update lives in Motus, and Motus requires the claim + identity verification first. Do the claim now, while the pause gives you room, instead of during the resumption rush.
  3. File the update with true figuresPower units, drivers, and mileage as they actually are. The filing is free, accepted during the suspension, and nothing in the notice penalizes filing during it.
  4. Calendar the resumptionWhen FMCSA announces enforcement resuming (they promised advance warning), carriers who already filed will watch the rush from outside. This page's status tracker will carry the announcement the week it lands.

Read the label

The suspension also created a scam opening: fake 'off-cycle update required' emails are circulating precisely because carriers know their update status is fuzzy. FMCSA never requires an 'off-cycle update' by email — see the scam-check page before acting on any such message.

Questions carriers ask about this one

So I don't have to file my biennial update at all?

You don't face inactivation for it right now if your due date falls in the covered window. The requirement still exists, the filing is free and accepted, and your last-update date is publicly visible to brokers and insurers on SAFER. 'Not enforced' and 'not worth doing' are different things.

My update was due in May 2026. Am I covered?

No — the suspension covers updates due on or after June 1, 2026. A May due date is outside the relief; file as soon as you can and treat any inactivation issue as its own problem (the suspended-authority page covers the recovery order).

When does the suspension end?

FMCSA has set no end date ('until further notice') and promised advance warning before enforcement resumes. Anyone who gives you an exact end date today is inventing it — including anyone selling urgency about it.

The free readout above tells you where you stand. The Playbook works this case end-to-end: the expanded walkthrough, the copy-paste ticket template with the exact fields FMCSA requests, and the escalation scripts for when the queue stalls. The readiness checklist for enforcement resumption (record claimed, data current, filings matched) plus your due-date worksheet, so the restart announcement is a non-event for your company.
